In 2025, the rf exported more than 2 million tons of grain worth $400 million from our temporarily occupied territories. The consumers are countries in Africa, the Middle East, and Asia. The grain is exported by russia’s “grain” fleet through seaports in the temporarily occupied territories of Crimea, Zaporizhzhia, and Donetsk regions.

This was stated by First Deputy Head of the Foreign Intelligence Service of Ukraine Oleh Luhovskyi in his interview with Ukrinform.

He also added that russia has created a “grain hub” in open waters at the exit from the Kerch Strait, where grain is transshipped from russian small-capacity bulk carriers to foreign dry cargo ships. In this way, they are trying to hide the origin of the grain.

Our analysts have calculated that 45 ships, 2 storage vessels, and about 40 vessels of “coastal” fleet are involved in this activity. 85% of these vessels are registered in russian jurisdiction, which minimizes the impact of sanctions. It is no secret that, in addition to grain, russia exports coal, coke, kaolin, iron ore, soda, and steel from the temporarily occupied territories. Last year alone, more than 200,000 tons of minerals and metallurgical products were exported by sea,” concluded the First Deputy Head of the Foreign Intelligence Service of Ukraine.
