moscow is turning digital control into a source of revenue. ministry of digital development of the rf is promoting an initiative to introduce paid email for entrepreneurs and the self-employed – a measure that, under the guise of streamlining business communication, effectively creates a mandatory state-controlled communication channel at the users’ expense.
At the same time, the authorities are actively discussing the introduction of additional fees for international internet traffic and monetization of the use of VPN service. Sanctions are also being considered against citizens who use such tools to access blocked content. The logic is clear: the state intends to punish those who try to avoid information isolation with fines.
The IT sector is under direct pressure. Companies that allow VPN traffic risk being removed from the registry of accredited IT organizations, which means losing critical benefits: a 5% income tax rate instead of the standard 25%, zero VAT, and reduced insurance premiums. Additionally, their employees will lose their deferment from military conscription. For most market players, removal from the registry is tantamount to liquidation – they will be unable to compete with players enjoying these benefits.
Ultimately, moscow is building a system where increased supervision and fiscal pressure go hand in hand. russians will pay more – for email, for the Internet, for the very opportunity to read independent sources – and will receive less and less freedom in return.
