The kremlin fears problems for the capital’s residents because muscovites are closest to those in power. Frightened by past protests on bolotnaya square, russian authorities are trying to protect themselves from potential turmoil in the future at the expense of the regions.

According to experts, the moscow oil refinery has been taken out of service for about half a year. This situation will undoubtedly create a fuel shortage for the russian capital. To avoid public outrage among moscow residents, russian government officials have ordered the company “uralneft” (bashkortostan) to supply moscow with petrol, jet fuel, and diesel. The company’s commercial director aleksei vasilenko has confirmed that fuel is being redirected to the capital from the regions. These events are unfolding against the background of the closure of the “pchela” mini-chain of filling stations in the south of the republic due to a shortage of petroleum products, as well as the imposition by other operators of strict restrictions on fuel sales to a single buyer.

The kremlin is also unconcerned by the fact that the authorities of bashkortostan are seeking funds to cover the budget deficit. To this end, the bashkortostan leadership sold a 6.36% stake in “bashneft”. According to the region’s head, these funds will be used to partially offset budget problems that have arisen, in particular, due to support for participants in the war against Ukraine and their families. But even such a large-scale deal covers only two-thirds of the required amount.

As a result, the regions are forced to sell off valuable assets (national heritage) and share their last remaining reserves of petroleum products to keep the capital calm. moscow, as before, remains the top priority, while the constituent entities of the federation must resolve their own problems solely on their own and using local resources.
