russia’s ambitions for complete dominance in the Arctic and to turn the Northern Sea Route into a “gold mine” are being shattered by the severe deterioration of its infrastructure. The scale of the “russian tragedy” is beginning to be discussed even within the country. For example, associate professor at the russian academy of national economy and public administration aleksandr vorotnikov has stated that russia’s potential financial losses due to the critical underdevelopment of port, icebreaker, and emergency rescue infrastructure in the region could already amount to trillions of rubles.
Traditionally, a problem for the rf has been the disconnect between expectations and reality. For years, the kremlin has reported on the “development” of the Arctic, yet the actual state of affairs prevents the full exploitation of this logistics corridor. Due to an acute shortage of icebreakers and properly equipped ports, the number of vessels capable of navigating the route is rapidly declining. As a result, the russian budget is missing out on the colossal transportation revenues the kremlin had counted on, while the Northern Sea Route has become completely unattractive to foreign companies.
The domino effect of an infrastructure collapse will also wipe out the investments that russia has already made in the Arctic region. The enormous sums spent on developing the mining and processing industries in the north could simply go up in smoke. Without proper icebreaker support and logistics hubs, it becomes physically impossible to transport the extracted raw materials, which automatically renders any previous capital investments pointless.
It is clear that, due to the war launched against Ukraine and amid international isolation and technology sanctions, the search for investors for russia’s long-stalled Arctic projects is looking increasingly utopian. Thus, the region – which russia has long taken for granted as its own and as its main hope for the future – is turning into a black hole for the budget due to mismanagement.
