“russia’s Post”: Billions in Losses, Fictitious Repairs, and a Wave of Layoffs

In 2025, the state-owned company “Pochta rossii” (“russia’s Post” – Transl.)  has spent more than 500 million rubles on online advertising – banner campaigns and promotion on social media. Those funds could have covered the repair of about 160 post offices.

Despite this, the company continues to complain about a lack of funding and operates at a loss. At the end of 2024, its operating losses amounted to 17.1 billion rubles, which is 2.1 times more than a year earlier.

In 2021–2025, “russia’s Post” received 17 billion rubles in budget investments to modernize 3,355 post offices. At the same time, almost 30 % of the facilities (723 post offices) have not even begun repairs.

In early 2025, the company submitted 181 applications for public procurement totaling 786 million rubles, allegedly for another wave of major repairs.

This is not the first time that the company’s modernization programs have been accompanied by violations. By December 31, 2023, “russia’s Post” was supposed to complete repairs of at least 1,282 post offices in rural and hard-to-reach areas, and another 773 over the following year. However, 624 post offices were “renovated” only on paper.

“russia’s Post” remains one of the most problematic state structures in the rf, with outdated infrastructure, low salaries, and mass layoffs.
