The state duma of the rf is preparing to adopt a package of draft laws which effectively excludes citizens residing abroad and evading punishment from the country’s financial and property systems. The ministry of justice of the rf will maintain a new registry of such individuals, while the prosecutor general’s office, the fsb, the ministry of internal affairs, and the federal bailiff service will be able to submit information for inclusion in the registry. Once listed in the registry, restrictions will be applied automatically, without a separate court order.
During preparations for the second reading, the draft document was significantly expanded. Banks will be prohibited from granting such individuals access to mobile apps and online banking, while their income and social benefits will be deposited into special ruble accounts with restricted access to funds. “rosreestr” will return applications regarding the real estate of such citizens without review, making it impossible to sell or transfer ownership of the property. The restrictions also apply to vehicle registration, driver’s licenses, loans, and entrepreneurial status.
Court costs and compensation may be deducted from the frozen funds, and a special commission under the president of the rf will be able to pay out a portion of these assets to relatives who remain in the country without income. The state will effectively gain the right to dispose of a citizen’s property without their consent. Additionally, those listed in the registry will have their access to government and consular services restricted, including passport renewal.
The aim of these measures is not to punish specific individuals, but to intimidate the entire population and suppress public dissent against the kremlin’s policies. The new mechanism is also intended to make emigration more costly ahead of a possible new wave of mobilization in the autumn of 2026.
