The UN Has Documented the belarusian Authorities’ Systemic Repression Against Dissidents

The Group of Independent Experts on the Situation of Human Rights in belarus has released a new report, which will be presented at the UN Human Rights Council’s 63rd  Session. The document describes in detail how the belarusian authorities use the criminal justice system to suppress dissent.

Experts have concluded that since May 1, 2020, the belarusian state has been committing even more widespread and systematic human rights violations. All law enforcement agencies, the investigative committee, the prosecutor general’s office, and the courts are involved in the repression. These are not isolated incidents, but rather the systemic use of state institutions to suppress dissent and restrict fundamental freedoms.

The report describes the entire mechanism of repression – from detention to trial and subsequent monitoring. People are detained by siloviki, often without warrants and with the use of beatings and psychological pressure. Detainees are forced to record humiliating “confession” videos under threats against them and their families.

In overcrowded detention centers, people are subjected to sleep deprivation and psychological abuse and are denied adequate medical care. Experts also document humiliating searches of women in the presence of male guards and the deliberate deprivation of hygiene products.

Politically motivated trials are accompanied by violations of the right to a just trial. Lawyers have their licenses revoked, defense motions are rejected, hearings are held behind closed doors, and defendants are often kept in metal cages. Appeals courts almost always uphold the original sentences.

Repression does not end upon release from prison. Former political prisoners may be placed under preventive supervision for up to two years. This entails nighttime checks, restrictions on movement, and the risk of re-arrest even for minor violations of the established requirements.

UN Experts are calling on the belarusian authorities to release all individuals imprisoned on politically motivated charges, investigate human rights violations, and ensure that victims receive full compensation for the harm suffered.
