russia’s ministry of internal affairs plans to enlist civilian employees and ministry internal service staff to perform police duties. According to a ministerial order, they will, in particular, be able to serve as patrol and district officers. To this end, these “non-police officers” will undergo a short training course covering the basic legal framework.
In this simple way, the leadership of the ministry of internal affairs of the rf is attempting to at least somehow “patch the holes”, since they are unable to resolve the problem of the catastrophic staffing shortage in the system. According to the head of the ministry vladimir kolokoltsev, 80,000 employees left the system last year alone – by 40% more than the number of new recruits. The total staffing shortfall has reached 212,000 people, of whom 186,000 are certified positions. The main reason for this situation is meager pay.
The ministry of emergency situations of the rf may be next to implement similar “innovations”. The fire-fighting service is short of more than 200,000 employees. The reason is the same as for the police – the system is critically underfunded. Therefore, in order to save the state budget, russians may be asked to fight fires themselves.
Against the background of the shameful situation in russia regarding the protection of the population from crime and the provision of fire safety, putin’s signing of new decrees to increase the russian army’s authorized strength appears utterly cynical – the kremlin is deliberately sacrificing internal security for the sake of the war against Ukraine.
